Lupane Town, with a population of 8 224 as per the 2022 preliminary Population Census, is situated in Matabeleland North Province of Zimbabwe, 171 km north-west of Bulawayo along the Bulawayo- Victoria Falls Road. The town currently covers 39,5 km2. Originally a Growth-Point, the town was designated the Capital of Matabeleland North Province in 1999 with the Local Board being established in March 2007. Five Commissioners were appointed by the then Minister of Local Government, Urban and Rural Development, in terms of the Urban Councils Act (Chapter 29:15) in June 2007. The Board was excised from the Kusile Rural District Council. In April 2009 ten (10) staff members from Kusile Rural District Council were seconded to the Board, which now has a staff complement of 23.
Currently, the Board is governed by five elected councillors in terms of Section 39 (1) (b) of the Urban Councils Act (CAP 29:15). The Board is managed through five (5) Departments: Town Secretary’s Office, Human Resources & Administration, Finance, Engineering Services, Housing & Community Services, Town Planning. Some strategic substantive appointments have since been made as follows: Treasurer in 2012, Housing Community and Social Services Officer in 2015, Town Secretary in 2017, Admin and HR Officer in 2022, and the Engineer in 2018.
The strategic plan is being necessitated by the need to plan for a five-year period (2021 – 2025) anchored on the national Development Strategy 1(NDS1). As an integral part of implementing these National Policies, government instituted and implemented the Integrated Results Based Management (IRBM) system. In the circumstances the Board is therefore obliged to set its goals and objectives in line with the aforementioned instruments.
