Executive brief
Lupane Local Board is committed to improving its communication with its residents and stakeholders, committed to providing services in the most efficient and effictive manner, so that Lupane becomes a model local authority in Zimbabwe. Variety of IT Services
Animal Control
The Security Section deals with stray animals and their safe keeping. If these are not claimed for a period exceeding three months, they are auctioned through public auction
Building Inspectorate

Emergency services
Lupane Local Board Fire and emergency services Lupane Local Board fire and rescue services provide total civil protection including attending to road traffic accidents.
Aims
Equip staff with knowledge and skills necessary to tackle emergency services
Reduce the number of fires and other emergencies
Mitigate the loss and injury arising out of fires and other emergency incidents
Forward Planning & Traffic and Transportation
Prepares long, medium and short term plans for the town through shared vision with stakeholders, guide the future growth and development of the town with a view to achieving a sustainable development. Ensures an efficient transportation network that is integrated , safe, cost effective and sustainable to meet the town's needs.Promotes the use of public transport.
Burials
There is one burial site near the DA’s Compound adjacent to the heroes shrine along Nkayi Road

Environmental health
Environmental health is a branch of the Health, Housing and Community Services Department. The function of Environmental Health is to provide the following services:
Cleaning services
Effective solid waste managemetn - refuse removal and disposal; review number of tasks carried out per day, refuse collection schedule or residential and CBD e.g weekly residential and daily CBD
Reduce littering and illegal dumping - provide refuse receptacles and skip bins in areas generating high volumes of waste, e.g. markets, shopping area. Run anti litter campaigns coupled with EMA, World Vision and other Stakeholders
Estates Section
Produce technically sound, economic and effective layout plans that are dynamic and responsive to the needs of the residents. Promote the growth of the town and manage urban land through efficient land utilization.
By- Laws
The local board has four by-laws as listed below: Animal, people’s market, traffic and waste management by laws. The Local Board has submitted 45 draft by-laws to the Ministry of Local Government that are awaiting approval.
Health Inspectorate
That is food hygiene and food safety - maintain and update a register of food premises and trade premises, inspect and swabbing of food premises and food sampling. Conduct one visit per month, swab as necessary, random sampling of food Licencing and registration - scrutinize and comment on all food premises plans, inspection of trade premises, health institutions, creches, pre-schools, residential premises, enforce by-laws.
Land Survey Section
Provide very accurate and high quality land survey information and data in an efficient and cost effective system to all our customers both internally and externally while ensuring accessibility of data and information.
Properties
The Local Board owns and runs a variety of properties and facilities for the convenience and benefit of its residents. The Housing, Community and Social Services Department manages these properties.
Development Control
Guide/regulate and manage development in the town to ensure compliance with Town Planning requirements and to process applications for development permits, subdivisions, consolidations with speed in the town with compliance to the requirements of the act.

Education
There are four (4) primary schools and three secondary schools in Lupane. 1 of these is a council school - Mabhikwa Secondary School.Pre-School
There is one pre-school owned by Roman Catholic Church.Housing
The housing Section provides a number of services like land Management and sale of stands.
